Mark Riley: Government wants Australian pensioners to spend up a storm to fix an age-old problem

The latest Intergenerational Report centres on an age-old problem. Australians’ average age is getting older. As wonderful as that is in human terms, it presents economic forecasters with a troubling challenge. While more of us are living longer, our younger generations are having fewer children. That means that over the next 40 years there will be a lower proportion of working-age taxpayers providing services for an increasing proportion of retirees. How we as a society and an economy deal with that disconnect has been a constant theme since 2002 when Treasurer Peter Costello produced the first of the intergenerational reports, known in Canberra’s acronymic vernacular as IGRs. Costello’s first edition was the one that bequeathed us the term “future-proofing”. It was soon purloined by the creative geniuses at Working Dog and mercilessly lampooned in “The Hollowmen” and “Utopia” as the ultimate expression of political claptrap. But it is, in essence, the main policy conundrum. How will fewer workers protect the future for more retirees living longer? To economists, the answer is obvious. At least in theory. You increase per capita growth through greater productivity rates and greater income from the things we produce. We have to work smarter to make things of higher value. And with less man and woman-power to draw upon, that means relying more heavily on machines. In the very near future, AI will be A1. And that presents Australia with some unique opportunities. We stand to profit greatly not just from the application of AI in our industries but also from the industries that construct the AI technology itself. The essential ingredient to achieving that is found in our rich resources of rare earth minerals. Rare earths are used in the construction of hard drives and other componentry for the advanced computer hardware that operates AI systems. AI programs are, in turn, being increasingly used in mining operations to predict the location of rare earth deposits. A truly “clever country” should see hugely profitable export opportunities in all that. Our rare earth deposits could be used to build computers running AI programs that would discover more rare earth deposits. It is a virtuous and potentially rich singularity. Anthony Albanese, like many of his prime ministerial predecessors, says he wants Australia to remain a nation that builds things. Well, these are some of the things we should be building — quantum computers, AI technology and smarter, more effective mineral exploration processes. Senior ministers insist it is happening. They say it is one of the biggest future opportunities that various Canberra departments are working on today to place Australia at the forefront of the new and emerging economies. Let’s hope they succeed. The latest IGR tells us something else about our ageing population that might appear easy to correct but isn’t. It is the natural reluctance of older generations to spend their super. At present, one in every five dollars in super is left unspent when a person dies. That is about $20 billion a year being handed down to younger generations in bequests. It is predicted to grow to one in every three dollars by 2060. It is a cultural product of different times. While the current generation is all about buy now pay later, older Australians are more inclined to save now and spend never. They were born in a post-Depression, wartime era when the true value of money was found in the earning, not the spending. And there is an essential generosity among older Australians to help younger generations, particularly during a cost-of-living crisis. But the Government would prefer retirees to spend more of their savings sooner, both to enjoy their twilight in greater style and to release more of those considerable super reserves into the economy. The Government wants them to think of it as spending not just for themselves but for Australia — part indulgence, part duty. But it is an old problem that might just take an age to fix.
